David, great quote. The UNRWA defines itself as "the largest UN operation in the Middle East". What do they mean by "large"? The UNRWA measures itself not by the 5000000 beneficiaries. Nor does "largest operation" follow from achieved large results. Large translates merely into "30000 staff". What a bureaucratic world view.
