Absolutely. However, the actions of muslims have nothing to do with the religion of Islam. I might be a muslim, but that doesn't mean that Islam is posting messages on this website since Islam isn't a person. The decline of Buddhism started way before Islam even started. It started some 500 years before Mahmud of Gazni ever showed up. From your wiki link: "But a steady decline of Buddhism in India set in during the later Gupta era and under the Pala Empire."
Bangladesh actually has higher female literacy rates, lower infant mortality rates, and more children vaccinated than India does. But yes, if Burma agrees to allow Bangladesh to annex Rakhine state, the muslims can move to Bangladesh.
