When each occurs depends to a large degree on who is running the show at the moment. Obama is on his way out, who comes next? The other determinant for the US specifically , I think, is that, America has since the beginning gone through periods when it has actively asserted itself in the world's affairs and times when it has become very isolationist in it's attitudes. When that happens it usually takes a war to get us engaged again. One thing you can count on there will never be a lack of enemies in the world.
