I present two reasons: It is not the nuclear potential that makes Iran an enemy of Israel, it is their Islamist regime. In other words, Israel has no reason to target Germany, France, the UK. If one was to deliberately kill people it would be those within the regime that actually align the programme with their ideological goals. The scientists are but pawns on that board. Targeting non-religious people would antagonize secular educated forces in Iran. Israel would even antagonize its last support in the West, let alone give rise to the argument of state-terror. From another perspective I advise Israel to do what Israel does best - use the IDF. Let Iran resort to gray-operations, lies and shady diplomacy. If it was up to me, if I was chancellor of Germany, I would openly threaten Iran and kick up the military budget in order to establish a strong naval presence in the Mediterranean. As an immediate step I would advise to build another submarine and give it to Israel with the statement that Germany recognizes rising threat levels from Iran. In case Western governments feel somewhat helpless in the face of Iran simply book the 5-day-training "Putin's Politics of Pressure" starting every second monday in Moscow.
