I believe you are correct in saying that Israel's main problems are internal. But it must be difficult to form a strategy given the many outside pressure. It is not enough just to say the strategy is "victory." Victory is not a strategy. At best it is a goal. And it is not even a goal unless one defines the terms of the "victory." What will the "victory" look like?

I am certainly neither smart enough or knowledgeable enough to define the terms of Israel's desired "victory", but I do have a suggestion about its political system. It needs to reform the parliamentary system. At present it is too easy for small parties with narrow interests to dominate government policies. One example is the dominance of the ultra orthodox who, in my estimation, are drag on the country. I respect their religious zeal, but they need to get off the government dole and serve in the army. They protect their unjustified perquisites via the unstable parliamentary system. This weakens the country and makes it very difficult to lead and govern.
