If I understood correctly, Pipes hopes that the mosque is never actually completed but would create sufficient backlash while it is being built. I hope that 'being built' implies a process that has started and will never end, else it would mean underestimating the power of the spin and delusions in the Muslim word. The Egyptians believe that the Mossad set the Sharks to eat western tourists at Sharm el Sheik. Most of the Muslim world is convinced that 9/11 is the product of a Jewish conspiracy. If they ever succeeded in finishing the Mosque at Ground Zero it would be a victory for Islam regardless of the awareness the anti jihadist sentiment it would have generated in the US.
