To get to 98% they follow the following steps: 0 to 10%: Immigrate and participate in "inter faith dialog" while demanding little concessions (example, CAIR in USA) 10 to 20%: Immigrate even more. Three children per couple. Drop the stupid 'inter faith dialog' idea. Consolidate political base (example, current India; some regions of modern Europe). 20% to 30%: Start building muslim majority regions inside the country. Gradually driving the Kuffars out from these regions. Abandon the local language and start propagating an "islamic language". 30% to 70%: extend your boundary until you reach a border or the ocean. Start demanding a separate country. Start a war of independence (example, Pakistan in 1947; Bosnia in 1990s). 70% to 90%: (that is after a separate country is achieved) Declare yourself a Islamic country. Kuffars will start to emigrate now. If no oil is available, poverty will start increasing and so will violence. (Example Lebanon in early 1900s). 90% to 98%: Experiment with various forms of draconian rules, military dictatorships, Emirates (all over the world, all across history). 98% to 100%: Avoid democracy. Have random acts of violence. Live life of luxury if there is oil wealth. Live life of misery if no oil wealth. Submitting....
