it means that USA let its agents appear and try to topple the Ardoghan Regime because Ardoghan did not listen to USA not to visit ghaza,calm down his support to Syrian rebels and to speed up the reconciliatory attempts under the Israeli conditions

THAT IS WHAT IT MEANS

their saying "if you are not with us, we will topple you'
