Is it really a Persian ethno-dictatorship if the supreme leader is Azeri?
Reader comment on item: Did the CIA Fiddle With Population Statistics about Iran?

No sympathy here for the hideous regime in Iran, but is it really an ethnic Persian dictatorship over other ethnicities if supreme leader Ali Khamenei is allegedly of non-Persian, Azeri background? (according to Wikipedia).
Or in other contexts: was the USSR an ethnic Russian empire under the non-Russian, Georgian, Stalin?
