CIA statistics

An outfit I was with some 50 years ago found similar problems with UN population statistics. From year to year, the UN Yearbooks were inconsistent. When we queried the office that published the yearbooks, they said they simply reported with the various countries submitted. They did not take any censuses themselves. I suspect the same may be true here.
