You said, Egypt with a might army that ranked # 12 globally can literally wipe out Gaza strip from the face of the earth in just few hours if they decided to. Hamas knows that their turn will come soon and Egypt will take revenge and will make Hamas pay a heavy price for their support of terrorist in Sinia. On a global scale, Egypt doesn't count for much. For all its population and equipment, it's politically fragile and so poor that it has to depend on Saudi Arabia and other Gulf states to keep it afloat financially. With respect to the Arab world, on the other hand, it is very much to be reckoned with because of its large population and long, impressive history. I remember following the First Gulf War: First, I saw newsreel after newsreel of Sadaam Hussein's materiel being systematically destroyed, and of his army fleeing en masse for their lives. Then, after we abruptly packed up and left, I saw that same decimated Iraqi Army become a terror to the Kurds and Shi'ites. It's all a matter of scale.
