It would take a lot of convincing that a targeted attack on infrastructure really really requires the use of nuclear weapons. As you say, it would be a PR nightmare for Israel with law suits going for decades and the currently very precarious moral high ground that Israel has would effectively crumble. It saddens me very deeply that Israel would consider itself in need of even considering this extreme.
