America already set the standard on nukes

In WWII when Japan was essentially defeated the U.S. unleashed nuclear attacks on two civilian cities to speed the end of the war. Japan had already ceased to pose any threat to America. There was NO international condemnation for this wildly disproportional attack on civilians when Peal Harbor cost America about 2,000 lives - mostly military.

To this day America has not been condemned or punished and most Americans still approve. Israel can cite this precedent and also argue that Israel faces an existential threat which America never faced. Therefore Israel is legally and morally justified in nuking Iran especially after the Holocaust and where the U.N. and much of the world is forming an international lynch mob in support of Israel's enemies.
