American Foreign Policy Being Dictated by Foreign Interests - Implicitly or Explicitly

Protection for 'we the people' in Constitutional terms, or in any promoted positive politcal terms, appears lost in the melee for alternative politcal motivations anymore; not even a conservative Republican's appeal to return to a pre-democratic basis for the welfare and safety of the American public seems possible anymore for the general lack of following the rule of law. America is in a tailspin and how do we know that? Does anyone really believe that the Russian would be daring the world (AKA, the United States backed NATO/UN) to push back on the incursion in the Ukraine if there was a rational thought that such an affront to world peace would result in any well-thought out response in diplomacy and military action from what was supposedly the most powerful military presence in the world? Afghanistan proved many things, not the least of which is/was the loss of resolve of the American politcal dynamic, though interrupted by four years of counterintuative *politcal strength' of the 45th American Administration, now seen dwindling since the plan to 'transform America' was instituted by the 44th Administraion and continued in the 46th Administration.
The Paris Accords, Global Warming initiatives, unsettlting eagerness to see a nuclear Iran in a Middle East that could not find peace if it were bundled in Billion dollar pallets and dumped everywhere; and now, a Russian written script that appears ready to overwhelm any such notion that Russia does not seek world domination in the same way as Turkiye, China or Iran. Defiance from even the most misunderstood corner of the Far East, North Korea, takes on the arguments that America needs to get its act together; but it can't, because within its own ranks, those same desires of America's enemies are resident in the halls of governance, calling to mind the phrase of enemies, foreign and domestic; enemies of 'we the people.'
With these issues dogging the way America is governed, how is the term 'victory' even applicable when there is no immediate resollve to return to the rule of law, the teeth of which are dulled and useless because too few are really able to employ even the most basic truth for the lack of respecting how America was orignally created, under Divine provenance, now disrespected as badly as the Supreme Court's inability to rule Constitutionally in defending all rights equally. If we cannot defend internally, how is it that America can be expected to be the defender it used to be? Is there any memory left of how it used to be: anyone?
