Actually, spain did capitulate

Spain holds the dubious distinction of having capitulated following the Madrid bombing and withdrawing its armed presence from iraq.

Denmark is now a close second. Britain is likely to do the same very soon.

The demonification of Israel is terrorist inspired, let there not be any doubt about that. The threat of Islamic terror weighs heavily upon European governments when dealing with the Jewish Arab conflict.

Please then, do not discount terrorism as a way to swaying officials and governments.
