Thanks for the explanation

As I have an interest in NATO related matters, I watched the webcast yesterday, and was puzzled by what was going on around 4:30pm EST, and a little concerned when you were accused by the speaker from the House of Lords of going back on your word.

Thank you for the explanation - this makes a lot of sense, and you have allayed my concerns. I hope some good comes out of this.
