Excellent and thoughtful article. IMO it is because Western Democracies found an invasion unbelievable that they were unprepared for it. The fact that there was no "serious" consequences for Putin's other aggressions that this became almost inevitable. At Munich 1938 Britain and France gave in to Hitlers demands, failing to protect a fellow Democracy. Thus Hitler's surprise when both Britain and France declared war to defend Poland, a military dictatorship which had grabbed a piece of Checkolslovakia
