Arabs as second class citizens in the Jewish state

England is the English nation-state. Are Jews in England therefore second class citizens? Are Arabs second class citizens in England?
The Jewish People are recognized as owning the collective rights to political self-determination in the former Palestine but the Arabs have individual rights to political self-determination there.
