Dear Dr Pipes, DNM pointed out that Q9:60 recommends bribes toward conversion to Islam. Q9:60 suggests that zakat should be used for alms toward poor, for expenses of collecting the alms, and to help those who have shown inclination toward Islam.
Many of us believe that no allurement should be used to convert others to a new faith. Still, both Christianity and Islam use charity to attract other to their faiths and using zakat for conversion appears to be one of Islam's minor affronts. By Quranic standards which recommend guiltless establishment of theocracies, this is minor.
Most non-muslims should assume that Muslims will use social coersion, some or more force, some deception as in marriages, and some allurement to convert people to Islam. We should be prepared for it and design our defence with this in mind. Percent non-Muslim population is declining in all Muslim and free nations. So it is a worldwide problem and not limited to any one country or one non-muslim religion. All should be mindful of this possibility.
