He (Allah) is the one who sent to the illiterate/ignorant a messenger from among them.
Means he sent a messenger who was among the ignorant/illiterate people. Our messenger didn't even know how to read until the Qur'an got revealed. The ignorant and illiterate people he was born among were Abu Talib, Fatimah, Abu Lahab and Walid. Later on, they became literate and less ignorant to the message of Allah. I ask you and I ask you again to not misinterpret verses from the glorious Qur'an.
