Apparent weakness of the concluding section is in sharp contrast with the strength of an analytical part of the article. This is no fault of the author, it reflects current reality.

Chances for the successful implementation of the suggested policy are negligible. Been there, seen that. In many aspects Shah Resa Pekhlevi, Muamar Qaddafi and some other tyrants were social innovators, they genuinely tried to ameliorate their constituencies. This made no good to them personally, to their populations and to the attitudes of Westerrn powers towards them.
