You have quoted Quran 8:12 well. However, you did not read through Quran 8:13 well Allah mention Quran 8:12 so as to stir up violence, vandalism and etc. to the society.
Quran 8:13, "This because they contend against Allah and His Messenger. If any contend against Allah and His Messenger, Allah is strict in punishment".
As the phrase, This because they contend against Allah, is mentione din Quran 8:13, it implies that non-Muslims commence their plans against Allah. As they contend against Allah, they do not respect Allah and commence their evil works against him and that is why Quran 8:12 has to follow. As they are the one that first commence their fights against Allah, they are our enemies that we have to fight against them.
However, Muslim extremists most of the time commence their fights against them even though they do not fight first and the way they act is certainly against what is laid out in the Holy Quran.
Remember Allah is the Most Merciful and he certainly wants many non-Muslims to become Muslims and that is why we must show good examples to them that Muslims are good.; On the other hand, we have to convince non-Muslims about the goodness of Allah so that they could repent their way to become Muslims.
