The following are the different translations for the proves that Allah only demands muslims to preach to non-muslims instead of encouraging muslims to fight:
Quran 40:12 (Yusuf Ali), "(The answer will be:) "This is because, when Allah was invoked as the Only (object of worship), ye did reject Faith, but when partners were joined to Him, ye believed! the Command is with Allah, Most High, Most Great!" The phrase, the Command is with Allah, in Quran 40:12 implies that Allah is the only one that has the command to fight against non-muslims.
Quran 40:12 (Shakir), "That is because when Allah alone was called upon, you disbelieved, and when associates were given to Him, you believed; so judgment belongs to Allah, the High, the Great." The phrase, judgment belongs to Allah, in Quran 40:12 implies that Allah is the only one to be vested with the authority to execute judgment upon non-muslims.
Quran 40:12 (Pickthal), "(It is said unto them): This is (your plight) because, when Allah only was invoked, ye disbelieved, but when some partner was ascribed to Him ye were believing. But the command belongeth only to Allah, the Sublime, the Majestic. " The phrase, the command belongeth only to Allah, in Quran 40:12 implies that Allah is the only that holds the authority to execute judgment upon non-muslims. However muslim extremists do not respect Allah's authority to demand that the punishment has to be executed by him.
Quran 40:12 (Mohsin Khan), "(It will be said): "This is because, when Allah Alone was invoked (in worship) you disbelieved (denied), but when partners were joined to Him, you believed! So the judgement is only with Allah, the Most High, the Most Great! " As the word, only, in Quran 40:12 with the phase, the judgment...with Allah, it implies that only Allah has the power to exercise punishment upon non-muslims and he does not delegate the duty to us. As he does not delegate the duty to exercise judgment on non-muslims while we are on earth, muslim extremists certainly abuse their authority to slaughter non-muslims while they are on earth.
