Everyone should give as good as they get. Muslims almost always were the first to begin violent attacks following the example set by their prophet. He raided caravans, and neighbouring tribes who had not offended him. Muslims went rampaging across the globe without any provocation from their neighbouring countries (Persia, Spain, Egypt, India, North Africa…)
The reason why the word, fight, appear in the Holy Quran since Allah wants us not to be so coward that we do not fight back at the time when pagans start fighting with us. You have to bear in mind that if pagans start to kill, persecute and/or etc. to muslims, muslims wil one by one perish in their hands. They start burning mosques and muslims remain silent and not to defend.
Sooner or later the whole entire muslims will be wiped off from this world and that is why Allah wants us to fight back when non-muslims start fighting against us. Plato, Do you fight back when someone starts fighting with you? Don't tell me you will let someone beats you up until you die and you still remain silence without fighting back. If you fight back, it proves that fighting to defend is not bad.
