You have quoted Quran 4:116 and 4:48 to support that Allah does not forgive any muslims. However, you should refer to Quran 4:116 and 4:48 again since the phrase, forgive not, is mentioned instead of the phrase, never forgive. Unless Quran 4:48 and 4:116 mentions with the phrase, never forgive, you could support that Allah does not forgive non-muslims. However, the phrase, forgive not, is mentioned in Quran 4;116 and 4;48, it implies that Allah does forgive non-muslims.
Quran 4:90, "...So if they withdraw from you, and fight not against you, and offer you peace, then Allah has opened no way for you against them". The phrase, Allah has opened no way for you against them, in Quran 4:90 implies that Allah does not count the past whether non-muslims did fight with muslims and this proves that Allah has forgiven you. for instance, if Allah does not forgive non-muslims since non-muslims do fight with Allah, Allah would call muslims to fight against non-muslims continuously since would hate non-muslims has fought with muslims. However, as it is mentioned in Quran 4:90 that Allah demands muslims to fight against non-muslims when non-muslims do not fight with muslims, it implies that Allah does ignore the wrong that non-muslims have done in the past to fight against muslims. This proves that Quran 4:90 shows that Allah did/does forgive non-muslims.
