You have used Quran 4;116 and 4:48 to support that Allah does not forgive non-muslims. However, you have to read carefully these two verrses that the phrase, forgive not, is mentioned instead of the phrase, never forgive. The reason is simply that if the phrase, never forgive, is mentioned in these verses, it implies that Allah did not/does not forgive non-muslims. However, the phrase, forgive not, is mentioned instead of the phrase, never forgive, it implies that Allah did/does forgive non-muslims.
Quran 8:61, "But if they incline to peace, you also incline it, and (put your) trust in Allah. Verily, He is All-hearer, the All-knower". The phrase, you also incline it, in Quran8:61 implies that Allah demands muslims to offer peace to non-muslims also. As Allah demands muslims to offer peace to non-muslims when non-muslims start to offer peace to muslims, it implies that Allah ignores the wrong of the past that non-muslims did fight with muslims and that implies that Allah did/does forgive the sins of non-muslims. What if Allah takes it seriously and he does not forgive the sins of non-muslims that did fight with muslims before, he would certainly command muslims to continue fighting with non-muslims until they die. However, as it is mentioned in Quran 8:61 that muslims have to offer peace to non-muslims when non-muslims offer peace to muslims, it implies that Allah did/does forgive the sins of non-muslims.
