Quran 9:12, "But if they violate the oaths after their covenant, and attack your religion with disapproval and criticism, then fight (you) the leaders of disbelief..." The phrase, attack your religion with disapproval and criticism, in Quran 9;12 implies that non-muslims are those that first start their battle against non-muslims. Then phrase, then fight, in Quran 9:12 implies that muslims should fight back to non-muslims for the defense. However, this verse emphasizes only fighting withQuran 9:12, "the leaders of disbelief" instead of those that are not not leaders of disbelief. Or in other words, we should aim at those that are leaders that plan to fight with non-muslims. As the phrase, attack your religion, is mentioned with Quran 9;12 with the phrase, disapproval and crticism, it implies that non-muslims start fighting wth muslims without the approval of Allah. Nevertheless, it is non-muslims' faults to start their battle in this instances.
However, we, moderate muslims, do not fight since non-muslims do not start their fight first.
